In general, there are main four classes of Work Permit:

Temporary Foreign Workers Program
International Mobility Program
PGWP
Trade Agreements

There are 2 types of work permits: open work permits and employer-specific work permits.
  • Open work permits
  • Employer-specific work permits

Open Work Permit is not linked to a specific job, employer, or location, however, OWP have some restrictions.

WHO IS ELIGIBLE FOR OPEN Work Permit:

FOREIGN NATIONAL already working in Canada whose application for PR has received positive eligibility assessment under: FSW, FST, PNP, CEC, or H & C and their family members too can work.
Spouse or common law of foreign reps and FM of military personnel;
Spouse and Common Law of FOREIGN WORKER whose work fall under NOC skill type 0, A or B
Spouse and Common Law of foreign students at public post secondary schools
Spouse and Common Law od Work Permit holders who have been nominated for PR by a province or territory, irrespective of skill level PR principal applicant
Who met the requirements of one of the streams under in-home caregiver program
No other means of support people (destitute students)
Persons with TRP that is at least valid for 6 months
Persons who are participating in the working holiday category of international Canada Experience programme
Refugees whose claim have been referred to IRB for refugee protection and who cannot pay for their basic needs without working while waiting for a decision on their claim;
Persons whose refugee claim has been rejected by the RPD, but cannot be removed from Canada due to reasons beyond their control, and who can’t pay their basic needs without working
Professional athlete working for a Canadian team
Graduated International students for Canadian post secondary institution
Family members of foreign representatives
Family members of a foreign military member who is working in Canada.

Employer Specific Work Permit

The objective of this Work Permit is assisting employers who have demonstrated a need to fill jobs for which there are no qualified Canadians or permanent residents. Depending on the nature of activity in Canada and the country of origin, a Work Permit together with a TRV or an eTA is usually necessary before the foreign worker is admitted to Canada. Temporary Workers, in Employer specific work permit, are bound to one specific job, one employer, and one location, as described in the Work Permit.
